If no migration happens it functions as intended, counting towards prior circuit week rewards just fine (if you're past server time for that week). It's just another product of host migration not syncing and saving mission states, and it's not consistent with how the game would act without it occurring so I'd say it's an unintended bug.Rewards : Warframe parts, Arcanes, weapon blueprint and Mods.
