This farm design completely encompasses that area with the spawning floors that are 18x18 internal blocks. It can be an issue with smaller (10x10 spawn floor) designs though. Bedrock iron farms are complicated, most of all that you need all of yiur villagers to sleep, and most of them to work. And only when these conditions have been met for a while already will golems spawn. Makes it very hard to track what is wrong.
