Possibly. Everyone will have a bias, and every gun in C tier and higher can be insane with the right mods / build. Just from an all rounded perspective I feel like it doesn't quite stack up. Ao Bai's Grenades? Useless without Atomic Bomb blessing. Qing Yan's Cleave? Damage wise it's useless without Bladed Cleave blessing.
