I believe OP's definition of a ghetto is a neighborhood that's not particularly "nice." Trends toward "the wrong side of the tracks" or just "poor" or "run down." Now, there are many parts of all those neighborhoods that are very nice and in some cases very expensive. Not what you'd call run down or poor.
