Im starting to think its the technicolor gateway Cox gave me, i had packet loss with the arris tg1682 and still with the technicolor but atleast the Arris didnt have these connectivity issues. My connection is down right now in fact. I’m not sure if your VPN is the actual cause. Cox has never done general blocking or throttling.
