The vacuum supply for a modulator is supposed to be full manifold vacuum. Usually it comes off of a vacuum port tapped into the manifold, itself. As long as you're below the venturi's on your carb (baseplate) you'll have full manifold vacuum. When the only tool in your box is a hammer, you tend to see every problem as a nail.

With the fuel line disconnected, and attached to a rubber hose diverted into a container, you should see at least a gallon of fuel pumped at idle before the carb runs out of fuel.
