According to the internet those scenarios are the following: 19 - Completed. 32 - Locked because we completed 42. 45 - Must complete scenario 35 but 35 is locked because we completed 21 and 27. 68 - Is just a random scenario that unlocks if you complete another scenario where the reward is to unlock a random scenario.Gloomhaven works best when the group is exploring, working together and feeding off of each other to complete a goal. Getting a null hurts real bad since now I have to refresh the item (through a long rest or item refresh cards) to try again.

11 side scenarios are from other Personal Quests. 9 are from the Random Side Scenario Deck. You can get these in chests (rarely) or when you unlock something you've already unlocked from a Personal Quest. The rest are from City and Road Events (mostly City). A lot of those are from the cards added to the deck when a class retires.I can't imagine that being intended. Tip. If that's the case, there should seriously be an errata for that. I'm not sure if I understand you correctly but there is no 100% completion in Gloomhaven. The rule book says that the two players, upon learning of the personal quest conflict, have to fight each other in open hand slap-fight combat. The winner draws a new personal quest (just one) and then either selects that new quest or forces the loser opponent to forcibly complete that new quest.The FAQ for the boardgame has a specific paragraph on this personal quest, number 532. "Two other characters have to actually retire in the presence of the character with the PQ - he has to be at Gloomhaven when they do." So I believe the intent is that your class with PQ 532 must be with the party, return to Gloomhaven and witness the retirement.
